Am I being hacked?

About 2 weeks ago I ran into an issue of trying to open Word file immediately after downloading it and it was telling me someone else was using the file. At the time I was wondering if I had a virus allowing someone to hack me. I hadn't formatted my computer in a while, so I decided it was a good time to do so. I formatted my machine and reinstalled windows.

Well, today I have the same issue. I download a Power Point file in chrome and click on it on the download bar to open it. When I try to open it, it says it's in use by another person. You can see it's on my C: Drive which makes it even odder. Am I being hacked, or what's going on here? I'm trying to figure out the next step to take since a fresh install didn't fix this.

Most likely not. When an office file is in use for some reason, Office locks it and makes it read only.
 
It's obviously not my name. I know office will lock the file if it's in use. My concern is how is it in use, when I just downloaded it onto my C: drive on my laptop? It's not a server environment where others are using it. This is making me wonder if someone else is accessing the files on my hard drive, or what is going on here.
 
I'm not sure that I can, because I had to log into my college class to download it. With that file as soon as I closed it and opened it again it worked fine and didn't give me that message. I even tried downloading the file a second time and it worked fine then as well.
 
Then it sounds like you are actually sharing the file that is on a server not actually on your system. I know that don't sound right but that's all I can think of.
 
That was my first thought as well, but I checked the class roster and no one in that class has that name either. I guess they could be using someone else's computer though. i just find it really odd that it clearly shows the location as my C: drive. I've never encountered anything like this before.
