Yes you will be able to but I am pretty sure you will not notice the difference between the 2 CPU's I would just save the money and put it towards your new computer.
 
Yeah, but it's not really worth it. 1.8GHz to 2.2GHz really isn't THAT big of a jump. It may help a little, but like REACTOR said, it would be best just to keep what you have and save the $40 towards your new system.
 
You can however i'm not sure how good dell cooling is. Might want to use some cpu temp monitor program to make sure your cpu doesn't overheat. Also If your old cpu was a single core processor you will notice a large jump in performance. Enjoy the increase in speed.

I just wanted to upgrade the processor somehow along with some ram. For Video Editing and a few games, my ram and processor cant really keep up with my graphics card (I think, its 512) and while playing Mirror's Edge for example I had to turn graphics settings down that otherwise could have been turned up. Unless I am wrong and that really is all the graphics card can do. The old processor was single core.

From the dells that ive worked with the cooling has been ample. But you should always keep an eye on it with a programme such as speed fan to keep things under control.
