AMD Cool n Quiet

I know that if you disable Cool n quiet that your CPU runs better, But isn't the program supposed to under-clock your CPU when it idles to put less strain on it? I was just wondering.
 
yes that is what it does. however i just had a problem with it and landed up disabling it. it is suppose to set the clock speeds back to normal when the cpu is under alot of load but when i would do certain things like play a game it wouldnt set the clocks to the proper speed and i would be playing at 800mhz. i guess CSS isnt very stressfull?
