How far could / can the fx 6300 be pushed is 4.5 - 4.7 ghz realistic? If so what noticeable difference would this make eg in fsx?

Hard to tell. Just set your voltage to like 1.45 and start raising the X. When it gets unstable bump it down one and check your temp under load. If all looks good, bump the voltage to 1.50 and try the X higher. Keep going until it gets to hot or unstable.

what coinfig do i need to change, just cpu ratio speed and voltage? do i have to change the north bridge to allow more power to the LGA? Also is it worth touching the ram or is the a waste of power that could be used better by the cpu? i find it strange how my cpu temp is at 41 deg on idle and 50 under load, finally what would you class as a safe cpu temp under load (max)

The max temperature for those chips I believe is 62 degrees Celsius. I personally wouldn't want mine running higher than 60 at full load on Prime.

I don't know much about NB and other stuff like that but generally you just bump your multiplier until you start getting crashes. If your temperatures are okay bump the voltage a little bit and see if it's stable. If it's not, add more voltage, temperature permitting, or decrease the multiplier. Once you've found the speed that you think will be best just run Prime95 for an hour or more and make sure it's not crashing or dropping workers.

Bumping the northbridge/HT doesn't really do much for a AMD AM3/+. Well it will bump up the speed of the L3 cache. You could try getting your timing on your memory alittle lower.
