According to www.cpubenchmark.net the Core2 Quad Q8300 is better. I would also pay the bit extra for it, but of course that's just me.

AMD is going to make your whole rig a bit cheaper, but Intel is always a step ahead of AMD.

I would go with the Phenom II 945 Processor over either of the two processors you suggested. The Phenom II 945 Processor is a better processor than the Core 2 Quad Q8300 but it is less expensive. Also get a motherboard with it that uses DDR3 memory.

yea AMDs Phenom II is comparable to Core 2.
these cpus are about outdated don't you think? I mean if I was building a new budget system I think id get one of those i5 or i3 dual cores that overclock to 4GHz on stock cooler.

well heck mine is the athlon X2 250 and its really all i need. It is going a little over 3.0 ghz (3010.12 mhz at the moment...) and its fine.

AMD over Intel on this one. The Phenom II are superior up to the Q9450 and overclock just as well + use DDR3 memory which is roughly the same price as DDR2 now.

Why not go with a higher end quad-core Phenom II Processor if it is in his price range? It has much more processing power than an Athlon II 250 Dual-Core.
