AMD R9 270X fan always 100%

Hello there

I'm building a system for a friend, that consists of:
  • Intel i5-4570S w/ CM Hyper TX3
  • Kingston HyperX Beast 2x4GB 1600MHz
  • ASRock B85M Pro4
  • ASUS AMD R9 270X (R9270X-DC2-2GD5)
  • Corsair CX430M
  • Seagate SSHD 1TB
  • Coolermaster N200
  • 2x included fans and 1x CM Scout II Red LED fan
I have assembled everything and it's all nice. Without the GPU it's dead quiet (ASRock has great fan management).

As the CX430M only has one 6+2-pin PCIe cable, I'm using a 2xMolex -> 6-pin adapter that came with the GPU.

My problem is that the fans are always running at the same speed, and it's loud, so I assume it's 100%. During boot-up, the fans ramp up and down as they usually do, but when it hits Windows 7 it ramps up.
I thought this was business as usual until I installed CCC 13.12 and it kept doing it. (I have a lot of AMD cards, and they often go 100% until CCC can control them)
In CCC, it's set to automatic fan control. It reads out 20% fan speed, but if I override it with manual control and set it to 100%, there's no difference. Manual control at 20% is also exactly the same.
It's a completely fresh Windows install. Only done this so far: Disable UAC -> Install chipset -> Install LAN -> Install CCC -> Install USB3 -> Install audio

I'm 99.9% sure that the PSU has enough amperage and wattage to keep the card running (32 amps and 384W on the 12v rail)

Any ideas to why the fans are running so fast?

As in only using one the Molex plugs? It's a reverse Y splitter like this:

Update: GPU-Z reads that the runs at 20% but at 3200RPM. I doubt the fan is able to run at 16000RPM :)
