AMD Radeon 7800 HD Series flickering whilst playing 3D games.

Intel-Core I5 - 3470

8 GB RAM

AMD Radeon 7870

When im playing 3D games there are horizontal lines flickering and jumping around the screen. It looks kind of like these old CTR TVs when they have a bad connection. The flickering ONLY comes when I look move in the game. If I stand still the flickering is gone.

What I did:

Googled a hundert times

Latest Driver

Checked Monitor and tried using another Monitor

Tried different games

Moving monitor to a different port on the card.

Adjusting the adapter and making sure everything's connected.

Re-installing Drivers

Its really super annoying and I have seen other people have problems with it too but no one has a solution.

Bad power supply or failing GPU would be my bet. How hot is your 7870 running and have you tried another power supply, or tried the card in another computer?

My power supply should have more than enough power. Its also new

The GPU fan speed is set on 40% (by its own) and without running a game the temperature is 29 (in idle)
 
I do not know remember the name exactly (and I cant find out by using speccy) but the person who assisted me during building my PC said that I have wasted money because my power supply is above what I'll need.
I think it was 600 Watts~ tho.
 
If you look at the sticker on the unit it will tell you. PSUs very greatly in quality, the general consensus is that if you cheaped out you'll be having problems somewhere along the line.
 
600Watts be quiet! gold something. And calculating my Power Supply Usage with this I found out that I have about 150 Watts to much,
 
Power supplies can die or show signs of dying at any point. The best way to confirm that the PSU is not the issue is to either try another one or put the card into another system and if you get the same problems you know it's not the PSU.

It sounds like you are having problems when you are playing games, ie when the card is drawing the most power. If it was a bad GPU I think you might see it at idle or when you're not playing games too (eg during POST/startup and in Windows generally), so I believe it could be the power supply since you only seem to have issues when you are at load. You could always try another GPU (a cheap one) to see though.

It might be the PSU and/or GPU is running hot - try dusting your system down with compressed air to remove dust.
 
There is no way my PSU is dieing. Its fresh out of the box and there hasnt been any delivery damage.

Also something important to note: The games run flawlessly apart from the horizontal lines. 60 FPS on maximum settings with no lag at any point EXPECT the horizontal line which come when looking to the side, up or down. If I keep walking forward in any 3D game or stand still I do not see any horizontal line.

I will look into dusting my system, I havent really ever done that.

Another thing I wanted to ask is how high the temperature of my cpu/gpu can get before it is considered overheating?
 
You may have been sent a defective unit in which case you need to verify the PSU as soon as possible so that you can send it back. Never doubt anything. Believe me, I've been this situation before, as have many of us here, and we know what causes these issues.

Could be worth checking RAM too with Memtest86 for a few hours. RAM can cause wacky display defects too.

I have asked a dude I know to come over and check the inside of my PC and he told me that everything seems to be working fine & he dusted it off real quick.

Still the same problem.

I also followed the steps of reinstalling my drivers and it didnt really do anything (I gained some FPS in Witcher 3 tho)

Maybe it really is my GPU overheating? Whats the best way to check that? With MSI Afterburn?
 
Do you get the same when enabling vsync? Kind of sounds like you're describing screen tearing, which isn't actually a 'problem with your components'..

Yeah this doesn't sound like anything apart from screen tearing to me, but it's hard to know without seeing it in person. Any way you can record it with a camera and post a video of it?
 
You need to start swapping components over too to ensure it is isn't the PSU or the GPU. They way you test those is by using other GPUs or PSUs or put the GPU in another PC.

Check RAM too with Memtest86 for a few hours, it's on Hiren's Boot CD: http://www.hiren.info/pages/bootcd
 
I just turned on Vsync on all my games in which I had problems and all the horizontal lines disappeared. Thanks to everyone who helped me out!
