I just got a new 19" flat panel and it has bolth Analog RGB and DVI inputs, My video card has bolth too, what should I use. And whats the difference?

A model of the monitor would of helped... My is the RGA connections are RCA/composite, like on the front of most VCR's and TVs. I could be wrong, but I didn't think VGA connections were refered to like that.

Strange that they say RGB, but that's probably VGA...

From my experience, I can't tell a big difference in DVI and VGA. I mean think about it, the converters are nothing more than some wires, there's no digital to analog conversion, so it's nothing too major when switching... Anyway, the only real difference I can find is that DVI montitors adjust to the monitor's full screen size if you're using a resolution less than the native resolution. VGA, you're required to either manually adjust it, or the monitor will go though an auto-adjusting thingy...

Yes use DVI you will get a much better quality picture on your monitor.
You would need to have eagle vision to notice a substantial difference between DVI and VGA.
