Any way to protect system tray icons?

is there any way to protect system tray icons from being closed/exited....i have task manager disabled but i am trying to prevent spybot S&D Resident from being closed, along with a few other applications.....if this is not possible, is there any software to add password requirement to exit using the system tray?

I am not 100% positive, whether or not i have got the correct software. However, this should tie u over, for a while until others can help search for other software.

U can either have the trial edition, or the full edition (with Flash tutorial). Not very expensive.
