I played in the first wave of beta testers a couple of months ago and I thought it was a mind numbing and boring yet very polished version of GTA.
I barely lasted 1 week before I said this sucks.
I had more fun blowing cars up and driving then doing missions. All the mission felt like a rerun of the last mission.
The 3 maps they have are very small and felt to quickly put together, sort of like the last 3 Star Wars movies.
The only good thing I can say about it is the graphics are really nice.
Hopefully it got better but for now I say it's about as soul sucking as watching a romantic-comedy with your significant other.

I disagree. APB: R is a good sit-back-and-do-shit game. Not really a game to get into, as there doesn't seem to be much of a storyline, if any.
Character customization is, wow. Very good, IMO.
I can't say much on graphics because my laptop only has a 9400M, big bottleneck to the cpu. Still, the game looks nice.
Gameplay is smooth. Joining a group is easy. If you don't want to do missions, just set your status to 'Not Ready' with one press of a button, then press it again if you want to do a mission. You can go solo on a mission, or you can do it with your group.
That said, I'm going to play some more now
