APM Problems with WinXP Pro on AT machine

I have an old AT (not ATX) machine that has APM support in the motherboard. I upgraded it to Windows XP and it works fine. One thing that is a problem though is standby mode. I assume that standby is a feature of APM. I cannot get Windows XP to enable standby! It worked fine with Windows9x but now that I have Windows XP I cannot even manually enter standby! The option just isnt there! If I enable APM support for NT it SHOULD make it standby but it still doesnt give me that option for some strange reason!

Also because it has an AT power supply it cannot turn its self off, it has to display that screen saying "Its now safe to turn off your computer". Windows XP still displays this screen to me but when I enable APM it suddenly makes it so that it will not wait for the user to turn it off and it tries to turn its self off, which results in a reboot! So there are 2 problems I have with this and I cant figure out why! Ihave searched everywhere but I still cannot find a solution to this! I know its not the registry key in Winlogon because that only works with NT4!

I know its an old machine but I get good use out of it, its my backup I use when my others are down and its the machine I use to put more hard drives in

Anybody know what I can do here to fix these problems?
