Application not found!!!

a buddy added some anti viris software and god only knows what else! thats what i get for being nice, any ways now when i try to open anything it always takes me to the "open with" option box. Plus i tried to go in through my control panel to "add or remove" and i get this:
C:\WINDOWS\system32\rundl32.exe
and it says application not found. It does this for everything in the control panel. Please help!
 
do a system restore back to a day prior of him installing the new software and you should be back to normal.

Ok boss i just tried that, but when i clicked on systems it gives me the same error message as before. When i click on the system restore(see also) it wants me to choose a program to open it with. iI you could give me some more help i would really be grateful! I not verry computer smart and am deployed so i cant take it in to fix it.
 
That system is fubared.... Do you have any friends that are computer savvy that can help you out? Could be malware, could be windows is corrupt. Might need to do a repair installation with the install cd.
