Are there charges for using MSN Explorer web browser

Hey guys hows it going?
I got a quick question here, when you use MSN Explorer web browser does Microsoft charge for it? Or in other words will I get a huge Internet/Cable bill at the end of the month? Currently I have Rogers High Speed Internet (for those who are familiar with the company) and my Rogers cable bundles together and I save around 10%. So my bill is 44.99 internet fee + 4.95 modem rental + 39.99 cable. And I dont want to have all these other charges on that bill or a seperate bill. So if anyone can help me out it would be greatly appreciated.
 
Yes its 100% free... also to save some rental fees why not go buy a $50 modem at circuit city or best buy. They used to pull that stuff here with my isp before i started working for them as well lol... but it turns out all you have to do is geta new one plug it in call them give them the new mac address and return theirs. Also some companies also give you the option to just buy the modem instead of renting you dont really gain anything out of renting as they rarely go bad these days...
 
As long as it free then I am good. Cause you know I don't want to run up the internet bill more then what it already. When I could just use any other web browser. I don't know if Best Buy or Circuit City sell modems here in Canada. I know that CanadaComputers does and I believe TigerDirect.ca also sells them. I think they sell them for a bit more then 50 dollars but its all good right. To buy the modem I have right now will cost me like about 150 dollars give or take a few dollars. The only downfall to buying the modem is that it only comes with the 1 year manufacturers warranty, and after that if anything happens its at your expense. Thats why I actually rent the modem, because for that extra 5 dollars I know if anything happens to it, Rogers (my ISP) will send one of their technicians over to pick up the modem and give me a replacement.
Just another question here its a bit the topic of MSN Explorer but it is internet related. My buddie has this little mini USB satelite dish connected to his parents computer. It picks up internet signals and allows the computer to connect to it. Ive seen this thing work, basically how you connect is through the manual way and it picks up a connection with some else's phone number and you can get online. I saw that computer get 33 Mbps off one connection. Now my question is, (1) what exactly is it? (2) is it illegal?
