Are these safe temps for my laptop?

hello,
my laptop is an HP pavillion dv4000 series, more specifically a dv4401rs. the specs are:
1.6 GHz Intel® Centrino™ Mobile Technology featuring Intel® Pentium® M Processor 725A with 2MB L2 Cache, 512MB 533MHz DDR System Memory (2 Dimm), Intel Graphics Media Accelerator 900 with up to 128mb (shared), 80GB (4200RPM) Hard Drive

Now i have realized for a while now that when my laptop is idling, it runs from 65-70 degrees celsius. When i am doing a basic task, such as word processing, it stays in the 75-85 degree range. right now, just typing this, it is at about 85 degrees. i do not do anything that takes a ton of power, and the largest tasks i do (basic internet flash games, youtube, nothing too heavy) it runs from 80 to almost 90 degrees, and sometimes even shuts off because of overheating. now im no computer expert, but those temps seem awfully high for basic computing. i run Notebook Hardware Control, and i have it on Dynamic Switching, which has not helped. I have also purchased a Targus Notebook Chill Mat, and even when i use that it only lowers the temp about 5 degrees. do these temps seem normal? any recommendations to lower them? any help would be greatly appreciated.
 
that just doesn't sound safe to even have on your lap, but i have no idea what laptops are supposed to run at, idling from 45-50 degrees would sound safer
 
ya i only put it on my lap if i use the chill mat. i know it really isnt the safest thing in the world for me, but could those temps damage my computer?
 
The pc can def handle it but just watch to make sure it doesnt get any higher!! Im running a desktop and the highest ive seen my processor is like 50 and that was during a 2hr gaming session!!
 
well i found out a minute ago that when it hits 92 degrees it shuts itself off. okay, well if it will be fine thats good, but i dont think i want a 85 degree laptop on my lap.
 
nowardays laptops arent really built to be used on your lap, if you look at the bottom there is probably a fan or at least a vent on the bottom, that needs to be getting air all the time.

when i had my laptop it would idle about 70c and game at about 80ish c, they are about normal for a laptop, you cant compare laptop and pc temps, as i laptops components are closer together in a smaller compartment, ofc its going to be hotter in there.

there no real need to worry unless it is shutting itself down all the time due to overheating, then there might be something wrong.
 
ya well its fine to use, but like when its just resting on a flat surface running and im just web browsing after a very short amount of time (less than 15 minutes) the NHC will start saying "warning: cpu temp over 80" and if i keep using the computer for 20 minutes or so without putting the chill mat under it, it will overheat and shut off. thats on a flat surface, when its on my lap the times are probably cut in 1/2.
