asigning F-keys

is there a way to assign a program to the function keys on the top row of the keyboard? i want to beable to press a F key and have windows call up a program.

If you right click on a shortcut either on your desktop or from the start menu and select properties, on the shortcut tab, you can actually set the shortcut key to be CTL + ALT+ most letters

I start a lot of applications that way.

i tried that but it doesnt seem to be working. what i am doing: i am writing code in my editor then want to run my batch file to run my compiler. i have a short cut to the batch file in the toolbar so i just click it. but i want to press some keys to do insted of clicking.
