ASP.NET Machine Account

I have just cleaned up maleware on a PC. I have 2 user accounts, both standard. I had one that was administrator but must have deleted it, not sure. I was trying to set up user accounts so downloading .exe would not happen again. Now when I try to alter anything, I get a box ASP.NET Machine Account asking for a password. I can get to the desktop with no problem. I have 2 accounts on it and want to make one an administrator with password and the other as standard. It has 7 Home. Any ideas?
 
Go into control panel and see what user accounts are listed. You don't need the asp.net account so delete it.
 
The only account that shows up in UAC in control panel is the account I'm logged in with. When I select to change account name/type, manage another account, or change user account control, the asp.net box opens asking for the password.
 
Leave it blank and hit enter and see if it will let you access it. Do a system restore to a point before removing the other account. Hopefully the other account shows back up. If not, you will need to back up any data if there is any left and reinstall windows.
