Pretty noob question here lol, but anyways..

I just built my new rig, first time ever... it consists of, ocz ram 1066 240 pin, asus pq-5 motherboard, and a quad 6600 intel processor... Now the power supply I bought for it is only 4 phase, it has the 24pin atx of course than the 4 prong cable for the cpu power I guess?? Okay now the motherboard I got is 24 pin atx and the cpu power is EIGHT pins not 4 like the psu I bought.. but 4 of the prongs were covered making me think it could be 4/8 but on the top of the box in green letters it says 8phase power supply... so my question is, is it 4 or eight? I tried powering it on with the 4 and the mobo will come on but nothing else will, the fan on the psu and case spin for a second than stop... thats due to me only powering it w/ the 4 pin supply right?
 
It should not be a problem, extra 4+4 pins are for more powerful processors, it should work fine with just 4 plugged in. At least it worked fine for me more than 10 times with different mobos and CPUs. Your problem is somewhere else.
Did you plug in your little speaker to the mobo - does it beep. Are there any LED POST indicators or anything. Does it come on again after shutting down or it stays shut?
 
check your 20+4 pin connection, looking at the +4pin connector. most of them are pretty easy to jam in the wrong way, or they fall out really easy, causing your computer not to boot.
 
Well I dont really think anything is plugged in wrong because the motherbaord light comes on and stays on...I dont get any post beeps or anything...Like the power supply fan comes on, the cpu fan comes on and the case fans come on for a second and than stop like the power was cutt, but the motherboard light continues to stay on, and you can hear the psu powering it...its like it's not getting full power...Its very odd?
 
And your beep-speaker plugged into the mobo?
I would say bad PSU, may be it's not enough to power it all with your videocard - what videocard you have?
