JLV, I personally would stay away from that particular item. It doesn't seem to move much air, and what it did probably wouldn't give any significant drop.
Strangle is spot-on with airflow/fans. How is your case set-up? Do you have at least one front fan sucking cool air in and at least one rear fan blowing warm air out? Also, cable management and component (HDD, optical drives, GPU) location will help promote better airflow inside the case. And of course, a nice, perfectly-contacted HSF will go a long way

I'd pull off the HSF and apply new thermal paste before doing anything and waiting a day or two so see how temps look.
Does your case have a CPU-duct on the side panel? If so, you can remove the duct itself and place an 80mm fan on there. By doing that, you change the duct vent from passive (letting the CPU HSF pull cool air in) to active (having the new fan force cool air onto the HSF). It's a bit more noisy, but unless your case is sitting on your desk, hardly noticeable once you get used to it.
