ATI X300 DVI to VGA only shows Blue

I'm running an ATI X300 with a DVI-I adapter to VGA in an attempt to get a dual display setup going. The problem is that the DVI-I port with the adapter only shows blue colors. No adjustments to the color settings in Windows makes any difference, as in no change at all. I guess the Reds and Greens aren't coming through at all. This happens whether or not the primary VGA screen is being used. This happens with both the Dell drivers and the newest ATI drivers.

Both the video card and adapter were both bought on ebay. Does it sound like there's a hardware issue with one of them, or is it software? Which is it more likely to be?
 
Sounds like a hardware problem for sure; have you tried a different monitor cable, because it sounds to me like that could be faulty and isn't transmitting all the colours?
 
you really couldnt say either for definite, an adapter is cheap to buy, so i suggest getting another one just to see if tis that
