Load a .wav.
Edit -> Select All
Effect -> Noise Removal
Do step 1
Effect -> Noise Removal
Do step 2
Save your fixed .wav:)

Well that is what I use Audacity for, doing what Ovenmaster said. The only thing that I have found is that the bass gets lowered. So you might want to boost it a bit. But for free software, Audacity rocks.
 
Load your .wav
Edit -> Select All
Effect -> Bass Boost. Experiment with a COPY of your .wav to see if it works to your satisfaction.

PS! Always work with COPIES of your wav files! Never delete your original wav until you are TOTALLY satisfied with your final results!
