audio/video stutters

Hi guys I have noticed that lately when I am playing a song or watching a movie on my PC while downloading something, the video stutters(sound and video). What the heck is happening?

ps It even happens while an internet page is loading.
 
are you using vista? I used to have vista and it gave me the same problem. There would be sound lag everytime i load a flash application.
