WinAVI Video Converter, it's fab. In converting you can select all sorts of parameters, including aspect ratio, then it creates the separate dvd folders (video_ts, audio_ts) and fills then with vob, ifo, and bup files. Ready for burning.

Only snag is that it's not freeware, it's shareware i think. There's a free trial if you want to check it out here.
