lol sorry dragon i clicked on the icon and my cursor would have a clock then dissappear so... nothing was happening

then i read questions 101 and restarted

now it works

well, just so you know, it was probably an improper closure of the application, the process would still be running in the process list, so openeing it wouldnt do much, becasue according to windows its already open, happens on other programs too
