Yes it is. Stepping is just the version of the chip. A major change makes the letter increment by 1, a minor change (which is what this was) increments it by 2.
B2 was the stepping which had the issue, which was actually introduced in one of the factories by the change in design, because all of the B2 stepping chips were fine and didn't have this problem, which just makes it even more amazing that it happened in the first place
