I'm currently on Telsrta's ADSL Liberty plan. 25gb downloads with 1500/256 speed. My peak download speed is 150kbps, 10% of what i should be getting. When my internet gets capped i have a max download speed of 8kbps... absolutely horrible.
Bad Connection or Bad ISP?

Why don't you call them and have them run a test on your line? Your only gonna get a 50/50 answer from us, could be either or.

you are in aus, aren't you alls till on copper over there, or atleast the majority of people  ?

Even so, that is an embarasing speed down copper for your isp. Get in contact with them and ask if there are any issues on your line. go to speedtest.net and test your speed there, because it could always be your download source rather than your actual download speeds, unless this is where you are getting your figures from in the first place. Remember though it could always be traffic aswell ;)

i've done speedtest. 1.2mbps dload and 0.6mbps upload. ping is 40ms.
but downloads from anywhere, including bigpond site get max speed of 150kbps.
Would changing to a different isp solve the speed issue?

I connection of 1500/256 will get you a maximum download speed of 188KBps, and a maximum upload speed of 32KBps. There isn't anything wrong with your service or connection.

can someone explain this to me please because what i always thought of "25mb dl speed" has sort of just gone out of the window it seems.

Why when he is maying for 25mb is he only getting 150kb, and why is that apparently normal and the right speed?

I am paying for 20 and get 20 when i go to speed test (i don't get 20mb download from sites and that, but on speedtest it all comes out right), that is why i am confused

Most ISPs are measured in bits/second.
Most downloads and people are measured in bytes/second.
1 byte = 8 bits
My service is 15 megabits/second down, 1 megabit/second up.
I download most things at 1.6megabytes/sec., and upload at like 130kB/s.
kB/s = kiloBYTES/second
kb/s = kiloBITS/second.

He doesn't have a 25Mb connection, he has a 1.5Mb connection. He said that he has a 25GB monthly cap.
