Bad Copy Of OS.

Have installed new copy of XP Media Center Edition 2005 SP2 3 times on 2 different new WD HDs. Each time, XP will install only about half of the software I attempt, the rest of the time it gives me messages like "SRCLIENT.dll cannot be found," "Cannot find installation program," and "Windows Installer may not be installed properly." It won't even install the update CD that came with the OS. Also, all 3 times, my Device Manager tells me that there is currently no defragmenter utility installed. Isn't that supposed to come standard with any version of XP?
Do I have a bad copy of Windows? Any ideas whatsoever on my next step?
Any ideas greatly appreciated.

If you have another computer available that you don't care about reformatting the drive, you can try installing it on there. If it is indeed the CD, you have some more proof to give Microsoft that it's the CD, and not you.
