Bad CPU fan??

I just recently switched my motherboard but kept the same processor and the first time I started the computer it was just fine and everything ran great. After about the third time starting it my CPU fan would have trouble spinning like it wanted to but would stop every time it started until I let it run for a second. After it starts spinning pretty good it stays but its taking longer every time I start my computer. Could my CPU fan be going bad and it was just a coincidence that I switched my MB at the same time? Ive had the CPU and fan for about a year.
 
I think thats the motherboard doing that. I decides that it doesnt actually need the cpu fan for some time so it turns it on and off very quickly every few seconds just so it knows that it works. My pc that i have now has always done that.
 
Well if thats the case I can handle that... Its just that annoying speaker buzzing at me every time that fan isnt spinning that gets me, although I can always take it off...ill just have to make sure it starts spinning at some point and watch the temp every now and then.
 
Turn off the speaker buzz. When you first built it, the thermal paste haddn't set yet, but as it sets, the temperatures will get lower for about a week. The fan just doesn't start until a certain temperature.
