No, The speed remains the same... It just compresses things like pictures that you download..

Nothing except the ISP can change your speed.

This is correct, there are things that are suppose to increase bandwidth like registry tweaks and what not, but they really do nothing. You need to update your service on the ISP's end, or get a signal booster from your provider.
