Battery Back Up Question

well i just wanted to know if you can use a battery back for a portable power outlet. for example I want to use a battery back up, for my flashes[photography] since i cant afford a generator, do battery back ups need to have a surge in order to work. in other words can i have the battery charging, disconnect from my wall and take it out side and plug 2 appliances to it)

Of course you can use it without it being plugged in. How else would it work when the power goes out Or when you say surge, do you mean ground? I have used mine unplugged in the past so it is possible.
