Battery Back Up Question

well i just wanted to know if you can use a battery back for a portable power outlet. for example:( I want to use a battery back up, for my flashes[photography] since i cant afford a generator, do battery back ups need to have a surge in order to work. in other words can i have the battery charging, disconnect from my wall and take it out side and plug 2 appliances to it)
 
Of course you can use it without it being plugged in. How else would it work when the power goes out ;) Or when you say surge, do you mean ground? I have used mine unplugged in the past so it is possible.
