Best Cooler? (Besides Liquid Nitrogen)

Okay everyone knows the liquid nitrogen is the best thing to cool down anything in the world so i was browsing around the forums when i came across this:

It says on the site "

And someone on another forum said somewhere thats it's the best cooling next to Liquid nitrogen... :eek:

I know no idea what phase change cooling is but it sounds very effective and at a price of around 70$ Cad shipped sounds way cheaper then 3000$ a day (or so) on liquid nitrogen.

Comments\Suggestions ? :)
 
Phase Change is very good but it's quite expensive and designed for CPU's that have been overclocked to within an inch of their e-Life. Unless your PC was very small and hot phase change is useless.
