Best cooler?

I want something that will keep my phenom 2 seriously cool, but not sound like a jet taking off and wont break the bank!

Whats regarded as best all rounder?

I'd say i can handle a 5/10 noise,
but want 8/10 cooling if that helps?
 
Which Phenom II?

A Hyper 212 EVO is pretty cost effective but it probably won't fit in the Tenor case, if you're still using that.

The 960 T black edition, I want to build a gaming pc so i'll be looking for a new case anyway. The EVO looks very similar to the freezer 7 i already have, but im guessing its more efficient! I've even considered liquid cooling but its hard finding a good comprimise.
 
Ah, were you able to unlock the two other cores via ACC?

I havn't tried yet as im still buying the parts, but i'm hoping to. No idea what the success rate is!?

Im thinking if i get some really good cooling i can OC it to a decent level!

On a side note i see you have ripjaws RAM, I was reading good things about them last night! I think i'm going to go for 16GB!
 
the hyper 212 is a pretty decent air cooler for the price. But measure inside your case and see what you can fit inside the case you currently have.

That way if you have more of a budget you can go for a larger cooler etc if you so wish. Watercooling like a h60i would be a good choice if your case can fit it and would provide you with some serious overclocking. But it quite costly compared to the hyper 212.
 
I've used the 212 Evo on a Phenom II X6 1055T and X2 555 BE (@ 4.2GHz) and it keeps them cool as a cucumber while being virtually silent.
 
+1 for the Hyper 212 Evo

I'm pushing for 4.7-4.8 on this FX-8320 next week and I currently reach max temps around 62-65°C.

I recommend adding a high flow fan on the back to help the one that's on there already.

I ran dual fans briefly, but only at 5v static. Didn't see more than 1C drop, as it's not a dense fin array by any means.
 
be quiet! Pure Rock or be quiet! Shadow Rock Slim. Probably the quietest CPU fan coolers you can buy.

+1 for the Be Quiet! Shadow Rock Slim, great and silent cooler for the price.
Otherwise I'd recommend the Cryorig H7 (personal favorite together with the Shadow Rock Slim), Thermalright true spirit 120M or scythe Kotetsu. Which are in the same price range as the Hyper 212.
I recommend these other coolers just for the fact that the Hyper 212 is kinda overhyped on this forum, seems like a standard answer to questions like these.
Those coolers are all average in terms of cooling performance, we don't know what your current budget is, but there certainly are better coolers.
 
The 212 is the go to answer pretty much everywhere I've seen, even if it's not the "best". It's cheap, a well known brand, an easy to remember name, and still pretty good.

I noticed a 3-4 degree drop at load when I added a second fan to my 212 for push pull. Maybe not worth the money to buy another fan, but if you've got one laying around, might as well. If 3-4 degrees matters to you that much, you probably need to be looking at something a bit higher end anyway though.
