Best Video card for the money?

My wife and play WOW. She is running a MSI NX8400GS 512MB PCIe video card. I am wanting to improve her in game resolution and grafics settings. It runs the game but on the medium/low grafics side. What is the best card I can get for a good price? I'm talking $20 - $40.

I found this one, http://3btech.net/spnvge941gbp.html, it is a PCIe 2.0 and my board is PCIe 1.0 but from what I understand both standards are backwards compatable with the other.

I just wonder what features will improve graphics and resolution settings for an older game like wow, maybe a geforce 8400 with more memory? or should I upgrade to a newer geforce? or both? Thanks for advice.

What i can find information about video card you plan to buy video card. Upgrade to 9400 GT might not be worth.

I bought my 9600 GT for 40 dollar and it is good video card although it requirement more power watt. It is fastest than HD 6450.

It can be found on amazon.com. GSO is fastest than GT.
 
Maybe the nvidia 530, even though i run a 580 i heard that the 530 is a cheap, good graphics card, it runs bf3 no problems and you can run most pre-2009 games on max, not including arma 2 but WOW would run fine on it.

I don't mean to jump and tell something like that, but that's not true. 530 is pretty slowest for most game like crysis 2. Every my 9600 GT beat 530 on passmark.
 
below 200 bucks AMD pretty much owns the gaming market, their graphics cards are a lot faster for the money.
 
Well I went with a GTS250, this one to be exact. I've got a 450W PSU and I wanted something new so I hope this does the trick. Thoughts? I haven't got it yet.

Thanks everyone for input though. I didn't expect this thread to be so helpful. I learned a lot. I feel like with your help I was able to do my research. I spent a little more than I said I would, but it seemed like the right card for me.

Its not the best, but it should be fine. Its the same as a 9800GTX+, so no slouch. You could have done better with a 4870 if you would have looked for one, and had better performance, but that will do fine.

This card is great. WoW with all graphics maxed out and 60fps. I am very lucky this beast fit into my machine, i had to move my SATA HDDs from ports 1and2 to 3and4. Thank god it fit, it takes a lot of real estate. Couldn't be happier. Upgraded my PSU just to be safe. Great find thanks for tip.
