best web building software for starter?

Hi,
what's the best web building software out there for starter.
I don't want a webbased software. I want something like Dreamweaver, etc.
Ideally easy to use, offer lots of template, highly customizable, flashing friendly.

I found one called movable parts, is that good?

Look up a review for movable parts. I would suggest if you are willing to spend about 50 dollars to go with. Visual Site Designer 6.06 Its WYSIWYG(What you see is what you get) You can drag and drop, or if you like to use code you can Get down into the programming. I researched this for myself. :cool::eek:
