Bi-polar computer - glitchy and stuttering

Hello all,

I've had this problem since the day I got my computer (one year ago), and no technician seems to be able to fix it, in fact, they run a diagnostics test and say the computer is fine! As you will see in this video attached, all is not well.

Periodically the computer enters one of these fits of stuttering and glitches. It can be fixed by simply restarting the computer. Then you are good for the rest of the day! It just comes sometimes a few minutes after initial boot up. One technician suggested a special computer power bar to control the power?

Hey Isaac how many HDD's do you have running in the machine atm and which type. E.g Ide, Sata, rpm speed is it solid state? The reason i am asking this is if it is what i think it is my friend had an issue like this on Vista 64 bit that sounded alot like this until he removed an old IDE HDD and straight away the problems seased.
 
Thanks, and here's my best at giving you what I know. There are two HDD's, one is ACER (C: ), and DATA (D: ) the D drive has nothing stored on it as far as I can tell.

The file system is NTFS?

We haven't added any extra HDD's, just the two that came with it. The only aftermarket upgrades was our power supply and video card (which the technicians installed).
