.Bin and .Cue Files

I have 3 .Bin files and 3 .Cue files that i need to make into 1 iso so I can run the program off of a cd... how do I do it? step by step please.

At the expense of sounding like an idiotic fool should i get this wrong, but for what reason at all would you have the disc components but not the disc itself unless you have just got something off of a torrent?
