Flashing the BIOS is usuaully to upgrade the BIOS to a newer revision to fix problems or add stuff from the previous revision.
Usually you get a floppy and copy the .rom file with a flash utility then boot to it and it leads you through a few prompts (sometimes), usually however you need to know what you're doing.
