BIOS Setup Problems

I need help again...

I just built my custom computer and before i was having problems getting the monitor to display something but once i got that to work found another problem..
Whenever i go into the bios setup for the computer or if i just continue and let it download windows, it freezes. can someone help me? tell me what might be the problem.

SYSTEM SPECS:
ASUS K8V-X mobo socket:754
AMD 64 3400+ 1 MB L2 Cache Socket:754
Radeon 9600 xt 256mb video card
Corsair PC3200 1 gb RAM (2x 512)
Western Digital SATA hard drive 80 gb
Rosewill Case W/ 400 watt psu

yes, i can, using my old hard drive.. can i do anything from there to fix it?

wtf does this reset button do on my case.. i pressed it while in safe mode accidently cuz i was gonna turn off the comp from the power putton cuz it froze again.. i think it's a cpu problem, i dont get how when i go to turn down the vcore in BIOS and save it, the monitor goes back to having the orange light instead of green.. are there any other settings i should try to change once i get to that menu while i turn down the voltage on my cpu..?
