i currently just recieved my mother board that is a Biostar NF61S-M2 TE, 1gb of DDr2 ram, Anthlon AMD2 64 x2 3800+ (2.00GHz) and well my problem is that it tells me to change the CPU Frequency and i have read that it needs to be on 200MHz or 240MHz. I have tried takeing out the battery and i have loaded the Optimized Settings and still nothing. i have been searching for 5 days now for how to fix this.

i have also tried to bypass it by hitting F1 to continue and it loads all of the settings and everything but it won't boot up my windows, i see my windows logo for a split second then goes away and then after like 10 seconds it flashes a blue screen and then goes away and i don't have a clue what it says or anything cause it pops up so fast and goes away so fast.

Are using a hard drive that has windows installed on it from a previous installation using a different motherboard? If so, you need to do a repair install in order to get all the hardware working correctly on bootup. Windows is looking for all your old hardware which it can't find cause you are using a new motherboard. Do a repair install.
