Biostar u8668-d cpu upgrade

I have a biostar u8668-d ver 7.1 mobo. It came with a 1.6ghz 400fsb cpu. I have a 2.8ghz 533fsb cpu that i have tried using. I have updated bios and researched the mobo and the cpu is supported but the computer wont boot. I have messed with it for a few days and cannot figure it out...any ideas cuz im lost.
 
any ideas guys? any at all? this mobo is suppose to support the cpu but all i get is fans. here is a bit better spec of what i have. u8668-d biostar mobo, ati radeon 9550se graphics card, 2 dvd drives, 2 hard drives, 3 fans, 1 floppy, and a 250w power supply. think i need a bigger power supply?

Is the cpu that you are trying a celeron or a P4?

The P4 2.8ghz 533fsb cpu should work. Do you have the 4 pin power cable plugged in,it plugs in next to the 20pin larger cable on board. and check other cables and check heatsink.
 
yes the 20 pin and 4 pin are connected. all my cables are secure and the heat sink is mounted the way it should be. everything works with my 1.6ghz cpu and i know the 2.8 works cuz i tried it in another pc. iv even tried disconecting my graphics card and still nothing
