Its running win7 Dell laptop. How can I fix it? Appreciate any help Thanks!

I don't suppose you have the laptop on hand, then?

Rough guess says your OS is either corrupt or your hard drive has failed.
Possible a motherboard issue, but I doubt that.

It's attempting to boot to LAN. Go into the BIOS and disable LAN Boot.

If you still can't get into Windows after doing so, then your OS/HDD is bad.

From what I see on your picture,it is only showing the motherboard informations.Go the the BIOS and see if your HDD is detected there. If it is,put it as the FIRST DEVICE to boot from and then save changes and see if the problem is fixed.
If your HDD is not visible even in the BIOS then your HDD is dead.Don't worry...I know the feeling :D hehehe :D

Like I said, your HDD is probably bad because it's trying to boot to LAN; and that is usually set as the last boot device.
