Blocking legitimate email addresses

Does anyone know how to block an email address in IE using Yahoo? Yahoo tells you to go to "Properties" to do so, but doesn't tell you where it is located. (Big help!)
I am not taking about Spam, I am getting too many email ads from businesses I have dealt with, and I am not interested in them.
I can remember IE having a email choice where you could add any address to a list, which then was blocked from then on, but I can not find it.
Any comments/suggestions?
 
Log into your email, click on the options button top right, then mail options, click on spam on the left, then you will see in the main area spamguard and blocked email addresses. Enter the email address that you want blocked and hit add.

Problems again. I think my IE was updated, for it does not work, there is no "Options" button in the right hand. Is that the Gear symbol? But that does not lead me to "Mail Options"
Suggestions anybody?
 
Log into your yahoo email and click on the gear top right. click on Settings. There you will blocked addresses on the left.
