Blocking specific URL's

Hi, i need to block just one certain URL that my little sister keeps accessing. Its a chat thing and my parents dont want her going on it. Computer has IE6 and AVG Free Edition nothing else. I need to block this URL, i have tried going into the restricted sites in IE but that blocks the WHOLE sites drectory, and i only want to block the actual chat page. She is only 9 years old so really wouldnt notice another program running in the sys tray, if a seperate program is needed.

Any ideas.

something like netnanny will so the job i think, there are a few option here
