When HD DVD rips and Bluray rips are in .mkv format are they the same? If an HD DVD is in .mkv format can it be burned on a bluray disc?

MKV is a file format made for computers. You would have to convert the mkv to an HD-DVD or BR compatible format. A bluray player will not play mkv files unless it specifies it can, which it won't.

Talking about pirated rips is against the rules but I can say any video format can be converted to any other video format given the right software.
