Boot problems after drive install

ok I'm new to the forum and am having an issue with my new DVD writer. I am using a Samsung drive on the same cable as an 80 gig seagate hard drive. When I plug in the dvd writer, windows just stops the boot up process at the windows xp screen. The loading bar just keeps loading and loading. I unplug the dvd writer and it boots just fine.

Heres what I have tried:
1. I checked the BIOS and the drive is showing that it is the slave and the hard drive the master.
2. I turn the hard drive to 1st priority and turned off the dvd writer completely.
3. I made sure that my jumper settings were correct. (master: hard drive... slave: dvd)
4. I tried booting into safe mode and it freezes going into that too.

Anyone have any ideas?
 
Have you tried the Samsung on the secondary cable? If you already have a cd drive there slave the Samsung to it on the secondary rather then the primary. It sounds like the drive isn't set in dma or the drive itself is bad there. To enable dma mode go into the device manager and open up the "IDE-ATA-ATAPI" controllers there and right click or double click on the Parallel ATA channel the drive is on. In the "Current Transfer Mode" select the "DMAifAvailable" option. Set it to if you find it set to "PIO Only".
