BOOTMGR is missing

I have 3 disk drives originally.

1. System Reserved
2. Drive C
3. Drive D

I deleted my drive D and extended my drive C. I set this C as active partition. I know this the reason why I can't boot my PC now. I have read forums saying that boot manager is in System Reserved.

I tried to boot a recovery cd but the only option seemed to format my drive C.

How can I fix this without deleting all my files? Thank you.
 
First step. STOP USING THE DISK YOU HAVE DELETED PARTITIONS FROM! Any writes to the disk will be randomly replacing data you want to recover so stop using it now!

Then (on another machine):
Download this and burn it to a CD / DVD

On the broken machine (with only the damaged partition drive installed)
Boot from the burnt CD/DVD above

Select Boot from Partition Wizard Boot Disk

Enter 1 for Default Display and hit enter

Then once the application starts, select on the left pane Partition Recovery Wizard and follow the prompts pointing the wizard to the affected disk.

Let it finish and you should have it all back.
