Brigging Ips?

hey, im a n00b here but i was just wondering how can you brig other peoples IP's throught the internet btw im on a linksys. Router ;)
 
Well assume you have 10 IP's and 1 IP is the main one, is it possible to disconnect another IP so your left with nine?





PS i also ment ISP not IPS not fault.
