Bringing back to life: Dell Dimension 5150!

I have a Dell dimension 5150, it died after a year and a half. I have recently tried to bring it back: Replaced PSU (I think this was original cause of death), the computer came on but with amber light. I replaced the motherboard with a refurbished one, still only amber light. I replaced the 2 X 250 memory sticks with 2 X 500 compatible memory sticks, still only amber light. I've unplugged everything but the power supply to the motherboard, still only amber light. Oh, the fan comes on and there is a green light on the motherboard, other that this there is no sign of life.
I also unplugged the CDrom drive from the motherboard and the CDrom drive powered up, but whenever I plug it back into the motherboard it goes off.
I spoke to a man working in a computer repair-shop, he told me that only one in a million CPUs go bad. Could it be this? Could I have one in a million!!

My budget was £100.00. I've spent £95.00!!

Has anyone any suggestions that might help?

Sorry I wasn't very clear about the CDrom drive. I've changed the wording.

Sounds like you narrowed it down to either a bad cdrom drive or a bad data cable going to the cdrom. Replace the drive with a known good working one and check again.
