Broken mobo or broken PSU?

I'm trying to power up a Gigabyte GA-EP45-UD3P with a 4 pin CPU header, but when I press on the fan twitches, the phase lights flash once and the mobo shuts off. But when I remove the CPU header, the mobo starts up fine, except the phase lights are stuck and the CPU fan just twitches and won't run. Funny thing: It'll work with my Asus P6T though.
 
The PSU is fine then.

Reset the CMOS and ensure the CPU is installed correctly and the Heat Sink isn't overly tightened.

Yes sir, the heat sink was too tight.
The CPU has more than enough thermal paste on. Although that is out of the question, I have no idea how to loosen a 775 Intel heat sink. I'll try running the motherboard with the heat sink unlocked.
 
I think the motherboard is just busted because I tried several CPU's but they all don't work. Maybe it's because the motherboard doesn't recognize 4 pin power?
 
Mate, you have to be careful. Only CPUs that are designed for the socket and compatiable with the motherboard should be used. Secondly, you need to replace the thermal paste every time, using the correct method.
 
The manual says you can use the 4 pin unless your running a Extreme model. What CPUs have you tried? Sure you have the standoffs under the board in the right places?
