BSOD while shutting down

Well my office comp with dual core processor,1 GB RAM,intel vga.Since itz my office Comp I am confused abt the config.Itz Acer brand.My problem is when I try to shutdown the comp it shows BSOD with error message like
0x000000C5(0x.......,0x00000002,0x00000001,0x.......) and says dumpin into hard drive.The first and last code among the codes inside bracket changes everytime so I wrote like that.Any solution will be appreciated.

And second problem is that now in the same comp I can't run any apps.It says I don't have permission what does it mean.Can't even run task manager.Plz help.
 
well if you could run task manager before, to me it could be a virus. viruses are know for disabling windows features, try running hijackthis and post the log
